The European funds aiming to relaunch the economy after the COVID-19 crisis are an immense opportunity (750 billion Euros in total, 140 billion for Spain) and a great challenge (because of the very short deadline for project submittal: applications for NGEU funding must be submitted to responsible public bodies before April 2021). The complexity of the task also derives from the lack of clear regulations for project appraisal, because we are facing an unprecedented global situation and local and national development objectives have changed (and are changing) with the pandemic.
In this unique and demanding context, a large number of public agencies and private sector companies are preparing projects to raise NGEU funds, in many cases in public-private collaboration. The State has approved a law to speed up the processing and some regions, such as Catalonia, have already selected framework projects defining their priority development objectives. The Government of Catalonia has selected 27 emblematic projects within the framework of NextGeneration EU and has defined the "missions" which guide strategic projects: economy for life, ecological transition, digital transformation, knowledge society and a cross-cutting vector that groups smart tourism , industrialization, services and infrastructures for a more competitive territory.
The big headline of the NextGeneration EU funds is the search for “a more digital and green generation”. The economic recovery from the COVID-19 crisis will be carried out looking to the future, preparing the growth of strategic sectors at the national, regional and local levels.
